When the head of the Federal Reserve passes away, President Bartlet (Martin Sheen) must consider appointing his wife's college boyfriend to the position. Toby (Richard Schiff) is asked by Josh (Bradley Whitford) to soften his prickly persona before attending a sensitive meeting with a powerful member of Congress.
